I think, meaning of Jhalak as Glimpse is correct. But, in this case, it is “Chhalak” (not Jhalak) – meaning something as overflow, pour out.
Platts Urdu Dictionary has an entry that mentions that Jhalak and Chhalak are sometimes used interchangeably:

This is a great effort to help non Urdu speaking people to appreciate Urdu songs better. However, translating only the “difficult ” words leaves a person somewhat unfulfilled. The beauty of a poem is much more than the meaning of all its words put together. I wish you would consider publishing a full translation along with the translation of difficult words.
